The Ministry of Tourism and Environment has signed a contract with Nippon Koei Co., Ltd to undertake Consulting Services for Implementation of Coastal Conservation Measures against Coastal Disasters under the Building Climate Resilient Safer Islands in the Maldives project.

20 Oct 2025

The project is jointly implemented by the Government of Maldives and the Japan International Cooperation Agency (JICA), with grant aid from the Green Climate Fund (GCF) and JICA. An agreement between the Maldivian government and JICA for the implementation of the project was signed in 2023.

The main objective of the project is to ensure the sustainable protection of coastlines across the Maldives. Under this project, coastal protection measures (civil works) will be implemented in project target 4 islands. The target four islands are; Addu City Meedhoo, L. Fonadhoo, L. Gan, and L. Isdhoo.

In addition to on-the-ground protection civil works, the project also focuses on developing a national-level policy for sustainable coastal protection, preparing island-level coastal protection plans for the four designated islands, and establishing a system to collect essential data for coastal protection and maintenance.

So far, a basic design for protecting eroding areas of the four islands has been completed. A draft of the national coastal protection policy has also been prepared, shared with stakeholders, and refined based on their feedback. Work has now begun on the island-level protection plans under the framework of this policy.

As part of strengthening technical capacity, three tools for collecting key data on beach protection and management have been developed. Following technical training sessions, the Ministry’s technical team is now actively using these tools.

The newly signed agreement with Nippon Koei includes preparing detailed designs for the four islands, conducting the required Environmental Impact Assessment (EIA), assisting the Ministry with procurement preparations to select a construction contractor, supervising the implementation of coastal protection works, and delivering technical training programs for Ministry staff.

On behalf of the Ministry, State Minister  Abdulla Ziyad signed the agreement. Speaking at the signing ceremony, State Minister Ziyad noted that the detailed designs for the four islands would be completed within six months. He also highlighted that the tendering process to select a contractor would begin in parallel, with the aim of commencing civil works on the eroded areas of the islands within the coming year.
