The Maldives Bureau of Statistics (MBS), with support from the Ministry of Tourism and Environment (MOTE), conducted a Workshop on the Tourism Statistics Survey on 17th December 2025 in Malé. Tourism is a key sector of the Maldivian economy, contributing significantly to national income, employment, and foreign investment. As an energy-intensive sector, tourism also plays an important role in national climate change mitigation efforts, particularly in improving the availability and quality of data required for greenhouse gas (GHG) inventory preparation.
At the opening ceremony, State Minister Ibrahim Mimrah of the Ministry of Tourism and Environment highlighted the importance of strengthening energy-related data from the tourism sector to support evidence-based policymaking, national GHG inventory development, and international climate reporting.
To strengthen inter-agency collaboration and improve sector-specific energy data, the Ministry of Tourism and Environment, Maldives Bureau of Statistics, and the Utility Regulatory Authority (URA) signed a Memorandum of Understanding on 6 November 2024. With support from the Capacity Building for Improved Transparency of Climate Change Mitigation and Adaptation Actions in the Maldives (CBIT Maldives) project, the Tourism Statistics Survey form was enhanced to include additional energy-related data.
The updated Tourism Statistics Survey 2024, launched in December 2024, expands the scope of data collected from tourism establishments by introducing new energy consumption modules, alongside existing sections on human resources, finance, and operations. These enhancements aim to address historical data gaps and support the integration of tourism sector data into national GHG inventories, in line with reporting requirements under the Enhanced Transparency Framework of the Paris Agreement.


The workshop focused on disseminating the updates made to the survey form, presenting key findings from the 2023 Tourism Statistics Survey, and providing a section-by-section overview of the 2024 survey form. A presentation on the overview of the national GHG inventory and the role of the tourism sector was delivered by Ahmed Masoon, Programme Officer from the Climate Change Department of the Ministry of Tourism and Environment. The presentation outlined how tourism sector energy data contributes to national emissions estimates and supports transparency and reporting obligations.
A total of 30 participants took part in the workshop. The workshop was attended by representatives from tourism establishments including Constance Moofushi Resort, Atmosphere Kanifushi Resort, Coco Collection (operating Coco Bodu Hithi Resort and Coco Palm Dhuni Kolhu), Embudu Village Resort, Waldorf Astoria Maldives Ithaafushi, Bathala Resort, and Baros Maldives. Representatives from key industry associations, including the Maldives Association of Travel Agents and Tour Operators and the Maldives Association of Tourism Industry, also participated, supporting broader engagement with the tourism sector. Officials from the Climate Change Department and Tourism Department of the Ministry of Tourism and Environment, Waste Management Corporation Limited, and the Maldives Bureau of Statistics attended the workshop.
The Tourism Statistics Survey 2024 is currently underway, and resorts, hotels, guesthouses, and safari vessels are requested to submit their survey responses through the official online platform at:
