First Stakeholder Consultation Workshop on National Carbon Regulation Held

The Climate Change Department (CCD) of the Ministry of Tourism and Environment convened the first stakeholder consultation workshop on the development of a National Carbon Regulation on 21 December 2025 at Champa Central Hotel, Malé. The consultation was conducted as a technical meeting, bringing together key government institutions and sectoral stakeholders to provide initial inputs into the regulatory framework for managing national carbon activities in the Maldives.

The workshop opened with remarks by Mr. Amjad Abdulla, Director General of the Climate Change Department, who highlighted the growing importance of establishing a clear and robust national framework to govern carbon-related activities. He emphasized the need to safeguard national interests, ensure environmental integrity, and position the Maldives to responsibly access emerging climate finance opportunities linked to carbon markets.

During the technical sessions, participants were briefed on the need for a National Carbon Regulation, including current gaps and risks associated with unregulated carbon activities, as well as the strategic opportunities for climate finance mobilisation and participation in international carbon markets. Presentations also outlined the proposed direction for developing the regulation, particularly in the context of Article 6 of the Paris Agreement and the management of mitigation outcomes.

The latter part of the workshop focused on facilitated group discussions, where stakeholders exchanged views on institutional roles and responsibilities, carbon market processes, risk management, and safeguards. Inputs from these discussions will inform the drafting of a regulation that is not overly complex, builds on existing institutional arrangements, and establishes clear procedures for authorisation, tracking, and reporting of carbon-related activities.

This workshop marks the first in a series of consultations planned under the National Carbon Regulation development process. Further stakeholder engagement opportunities will be conducted as the draft regulation is prepared and refined.
