The Climate Change Department (CCD) of the Ministry of Tourism and Environment successfully convened the Maldives Country Pipeline to the Green Climate Fund: Initial Project Ideation Discussion Workshop on 11 February 2026, bringing together line ministries and key government agencies to strengthen national coordination on climate finance planning.
The one-day inter-ministerial workshop marked an important step in advancing the Maldives’ efforts to translate national climate priorities into well-structured, coordinated, and bankable project and programme concepts suitable for mobilisation of international climate finance, including from the Green Climate Fund (GCF).

The workshop was held in the context of the Maldives’ Third Nationally Determined Contribution (NDC), the ongoing National Adaptation Plan (NAP) development process, and national submissions to the United Nations Framework Convention on Climate Change (UNFCCC), which collectively outline the country’s priority sectors and cross-cutting climate challenges. Participants engaged in structured discussions to reaffirm sectoral priorities, identify potential project ideas, and explore opportunities for cross-sectoral and programmatic approaches.
The workshop was officially opened by Mr. Ibrahim Mimrah, Minister of State for Tourism and Environment. In his opening remarks, the State Minister Mimrah emphasised that updating the national climate finance project pipeline is a strategic priority, noting that the pipeline is intended not merely as a list of project ideas, but as a tool to help prioritise, sequence, and align climate investments across sectors and institutions. He also highlighted the importance of inter-ministerial collaboration and institutional ownership in developing a strong, nationally anchored pipeline that can support future engagement with climate funds and development partners.

Participants were first given a scene-setting presentation by Ms. Fathimath Zaina Shareef, GCF Laision Officer, to provide context on the GCF country pipeline, climate finance mobilisation efforts and relevance to Maldives’ third NDC. The workshop was carried out through a participatory and facilitation-led approach, with interactive breakout sessions enabling ministries and agencies to articulate climate-relevant project and programme concepts within their respective mandates, while identifying synergies and complementarities across sectors. Discussions also focused on practical next steps for further concept development, including follow-up actions and information needs.
Key outcomes of the workshop included the identification of priority climate project ideas, initial mapping of lead and supporting institutions, recognition of cross-sectoral linkages, and agreement on next steps to further strengthen the national climate finance project pipeline.
To close the workshop, Mr. Ahmed Waheed, Director of the Climate Change Department noted that the outcomes of the workshop will contribute directly to ongoing efforts to strengthen a coherent, whole-of-government approach to climate finance planning and enhance the Maldives’ readiness to mobilise international climate finance for long-term, impactful climate action.
