The Ministry of Tourism and Environment is pleased to announce that the Green Climate Fund (GCF) Board has officially approved the “Toward Risk-Aware and Climate-resilienT communities (TRACT)” project, a landmark initiative designed to enhance climate resilience and impact-based multi-hazard early warning systems in the Maldives. The approval secures a grant of USD 25 million from the GCF, complemented by USD 248,570 in co-financing.
The TRACT programme was developed with the United Nations Environment Programme (UNEP), which serves as the accredited entity for the project. The development of the proposal was led by the Climate Change Department of the Ministry of Tourism and Environment, with extensive technical and consultative support. The Ministry extended its aspirations to national and international stakeholders who contributed their expertise, feedback, and cooperation throughout the formulation process, ensuring the proposal responded to the specific climate vulnerabilities and needs of the Maldives.
As one of the most climate-vulnerable small island developing states, the Maldives faces growing threats from sea-level rise, extreme weather, and environmental degradation. The TRACT programme addresses these challenges by strengthening climate services and establishing an end-to-end, user-focused, impact-based multi-hazard early warning system (MHEWS) across the nation’s 1,190 dispersed islands.
The programme will be executed in partnership with the Maldives Meteorological Service (MMS). Over the course of five years, the TRACT initiative will deliver four outputs aligned with MHEWS pillars: improving risk knowledge; enhancing observations and forecasting; strengthening dissemination and communication of warnings; and boosting preparedness and response capabilities.
The TRACT programme also forms part of the Maldives’ engagement under the United Nations Secretary-General’s Early Warnings for All initiative, with the country selected as one of the first 30 globally to receive such focused support. This milestone approval signals strong international recognition of the Maldives’ commitment to safeguarding communities and ecosystems from the escalating impacts of climate change.
