The Climate Change Department of the Ministry of Tourism and Environment successfully conducted Training on Framework for Reporting Climate Finance for Non-State Actors on 12 August 2025. The training was conducted under the Capacity Strengthening for Improved Transparency of Climate Change Mitigation and Adaptation Actions in the Maldives (CBIT Maldives) Project , which is funded by the Global Environment Facility (GEF) and implemented by the Ministry, with support from the United Nations Environment Programme (UNEP).
The training was inaugurated by the Minister of State for Tourism and Environment, His Excellency Ibrahim Mimrah, who emphasized the critical role of non-state actors in enhancing transparency of climate finance flows and supporting national climate reporting obligations under the Paris Agreement.


The training is part of our work to develop a Framework for Reporting Climate Finance for Non-State Actors (NSAs) under the CBIT Maldives Project to bridge existing gaps in national climate finance reporting. This framework will enable the inclusion of data from NSAs in national reporting, helping to improve accountability and transparency, enable more targeted allocation of resources, demonstrate NSAs contributions toward national climate goals, and support incentives and mechanisms for further climate action.
Participants learned how to identify, classify, and document climate-related expenditures, including mitigation, adaptation, and loss and damage activities, and how to report co-financing and in-kind contributions in alignment with the Enhanced Transparency Framework (ETF) of the UNFCCC Paris Agreement.
The training was delivered by Dr. Mariyam Anaa Hassan from Up Close Solutions Pvt Limited and Mr. James Sammut from Aether Pvt Ltd, and combined presentations with interactive, hands-on exercises to ensure practical application of the framework.

The training opportunity was publicly announced and open to NGOs and private sector entities operating in the Maldives. A total of 20 participants attended the training. Participating organizations included Maldives Space Research Organisation, EPOCH Associates Pvt Ltd, CDE Pvt Ltd, Transparency Maldives, Baa Atelier, Aishaniyaz Consulting, Development Advisory Services Pvt Ltd, Kanduverin Pvt Ltd, GeotechMaldives, Maldives Local Council Association, SEEDA / N.Lohi and Ministry of Tourism and Environment.
