The Climate Change Department (CCD) of the Ministry of Tourism and Environment (MOTE), in collaboration with the Utility Regulatory Authority (URA), successfully conducted a piloting and training workshop for the Climate Data Portal (CDP) on 5th November 2025.
The Climate Data Portal is a centralized digital platform developed under the Capacity Strengthening for Improved Transparency of Climate Change Mitigation and Adaptation Actions in the Maldives (CBIT Maldives) project, with the objective of strengthening the Maldives’ institutional capacity by institutionalizing climate-related data collection and management. The platform was jointly developed by CCD and URA and will be hosted and maintained by URA upon full deployment.

Through the portal, data providers will have access to standardized templates and a clear annual schedule for submitting required datasets. This structured system allows institutions to align their internal data processes with national reporting requirements. It also ensures data flows that are consistent, timely, and well-organized, which are key to meeting the Maldives’ commitments under the Enhanced Transparency Framework (ETF) of the Paris Agreement. The portal will play a central role in supporting the preparation of the Maldives’ Biennial Transparency Reports (BTR).
The CDP will support systematic reporting across the following key climate data domains:
• Greenhouse Gas (GHG) Inventory
• Tracking of Mitigation Actions
• Tracking of Adaptation Actions
• Climate Finance Data (Support Received and Needed)

The piloting and training workshop was jointly organized under the CBIT Maldives and BTR Projects to familiarize stakeholders with the portal’s features and functionalities. Both projects are funded by the Global Environment Facility (GEF) and implemented by MOTE, with technical support from the United Nations Environment Programme (UNEP) as the implementation partner.
The session focused specifically on enabling data entry for the upcoming 2024 GHG Inventory and included a live demonstration, guided data entry exercises, and in-depth discussions on institutional roles, data flows, and reporting responsibilities.
The workshop was facilitated by Ritariworks Pvt Ltd, the portal developer, and DAS Private Limited, the GHG Inventory Consultant for the BTR Project, with coordination support from the Climate Change Department.
A total of 28 participants (11 male and 17 female) attended the workshop, representing a diverse group of national stakeholders involved in climate data collection and reporting. Participants included representatives from the Utility Regulatory Authority (URA), Maldives Water and Sewerage Company (MWSC), State Electric Company Limited (STELCO), FENAKA Corporation, Maldives Airports Company Limited (MACL), Maldives Ports Limited (MPL), Maldives Transport and Contracting Company (MTCC), Waste Management Corporation Limited (WAMCO), State Trading Organization (STO), Civil Aviation Authority, and the Ministry of Transport and Civil Aviation. Officials from the Energy Department, Climate Change Department, and Ozone Unit of the Ministry also participated actively in the discussions and training sessions.
