The Climate Change Department (CCD) of the Ministry of Tourism and Environment convened the second stakeholder consultation workshop on the development of a National Carbon Regulation on 12 February 2026 at Meeruma, Malé. The consultation was held to present and discuss the first draft of the regulation, bringing together key government institutions, sectoral stakeholders, and technical experts.
The workshop opened with remarks by Minister of State Mr. Ibrahim Mimrah. In his address, he emphasized that climate change is a global challenge requiring coordinated international action, with many countries undertaking meaningful measures to address its impacts. He highlighted that the proposed National Carbon Regulation will support cooperative approaches toward achieving the Maldives’ Nationally Determined Contribution (NDC) targets, while creating an enabling environment for credible buyers, high-integrity carbon credits, and robust NDC accounting.

A technical presentation was delivered by Ms. Fathimath Raufa Moosa, Project Technical Coordinator, Climate Change Department. Participants were briefed on the policy context underpinning the regulation, including current national climate targets, reporting obligations, and risks associated with unregulated carbon activities. The session also outlined strategic opportunities related to technology transfer, capacity building, and climate finance mobilisation through well-governed carbon market engagement.
This was followed by the presentation of the first draft of the regulation by Development Advisory Services (D.A.S.) Pvt Ltd. The draft outlined proposed institutional arrangements, procedures for authorisation of carbon activities and tracking and reporting mechanisms.

A total of 43 participants took part in the workshop. Representatives attended from the President’s Office, Ministry of Cities, Local Governments and Public Works, Ministry of Transport and Civil Aviation, State Electric Company Limited, Maldives Transport and Contracting Company, Attorney General’s Office, Maldives Civil Aviation Authority, Islamic University of Maldives, State Trading Organization, Maldives Airports Company Limited, Maldives Finance and Leasing Company Pvt Ltd, Invest Maldives, the Environmental Regulatory Authority, and the Ministry of Agriculture and Animal Welfare. Officials from the Climate Change Department, Ozone Unit, and Legal Unit of the Ministry of Tourism and Environment also participated, along with representatives from sectoral NGOs and independent experts.
The presentation was followed by constructive discussions, with participants raising questions and providing comments on various aspects of the draft regulation. The workshop concluded with the Ministry expressing appreciation to all participants for their active engagement and valuable contributions, which will inform further refinement of the draft National Carbon Regulation.
