The Climate Change Department of the Ministry of Tourism and Environment, in partnership with Ministry of Education and UNICEF, convened the “GCF Project Proposal – Initial Stakeholder Workshop” on 15 February 2026 at Meeruma, Malé.
The workshop brought together representatives from relevant government institutions and technical partners to initiate discussions on developing a project concept for submission to the Green Climate Fund (GCF). The session forms part of ongoing efforts to strengthen the Maldives’ country pipeline to the GCF and mobilise climate finance for priority adaptation needs.



The workshop commenced with opening remarks by His Excellency Dr. Ahmed Mohamed, State Minister for Education, followed by remarks from UNICEF Representative Dr. Edward Addai and Director General of the Ministry of Tourism and Environment, Mr. Amjad Abdulla. During the opening segment, all speakers emphasised the importance of integrating climate resilience into critical public infrastructure, particularly within the education sector, and highlighted the need for coordinated stakeholder engagement in the early stages of project development.
During the technical sessions, participants reviewed the initial Project Ideation Note, including the proposed problem statement, theory of change, and indicative results framework. Discussions focused on identifying priority vulnerabilities, refining potential interventions, and ensuring alignment with national climate policies, sector strategies, and GCF investment criteria.
The proposed concept under discussion seeks to strengthen climate resilience in schools by enhancing institutional frameworks, promoting climate-smart and energy-efficient infrastructure, and integrating adaptation measures that support both students and surrounding communities during climate-related emergencies.


Participants engaged in discussions to provide inputs on implementation arrangements, institutional roles and responsibilities, financing structures, safeguards, and next steps in the proposal development process. The workshop concluded with agreement on timelines and coordination mechanisms to further refine the concept for submission to the GCF. His Excellency Dr. Abdul Latheef Mohamed, Minister of State for Education, closed the workshop by thanking participants and highlighting the important of moving forward with the proposal.
This proposal is being developed by the Climate Change Department of the Ministry of Tourism and Environment with support from UNICEF, as delivery partner, and in collaboration with the Ministry of Education, as executing entity.
